Vityaz, Volga-Dnepr Technics and Avia Solutions Group get Ulyanovsk SEZ resident certificates from Nabiullina at MАКS-2011, Ulyanovsk SEZ - СЭЗ "Ульяновск-Восточный"

At МАKS-2011, Elvira Nabiullina, Russian minister of economic development, awarded the first three certificates of residence in Ulyanovsk Special Economic Zone to Vityaz, Volga-Dnepr Technics Ulyanovsk and Avia Solutions Group (part of FL Technics Ulyanovsk)
Nabiullina noted that the objective of special economic zones (SEZ) in Russia is to attract direct investments, create import substitution industries and implement innovations. Ulyanovsk SEZ at Ulyanovsk-Vostochny airport is the first and only Russian SEZ in aviation.
According to Nabiullina, the decision to develop the SEZ project in Ulyanovsk was right. Ulyanovsk is a recognized center of Russian aviation, with all the necessary infrastructure, personnel and business contacts. She also announced that development of aviation as a hi-tech industry is a top priority for Russia. The Russian government and Ulyanovsk regional government realize the importance of developing aviation and create special economic zones as a way of financial and administrative support.
"We clearly see the interest of investors towards Ulyanovsk SEZ. The fact that we are awarding the certificates to the first three residents of Ulyanovsk SEZ, who have successfully presented their business plans, speaks for itself. Emergence of three new residents at a time in Ulyanovsk SEZ confirms the good prospects for further development of the Ulyanovsk aviation cluster", said Elvira Nabiullina.
Volga-Dnepr Technics Ulyanovsk and FL Technics Ulyanovsk are to construct aircraft MRO centers in Ulyanovsk SEZ. Vityaz aviation plant is to set up assembly of 19 local DHC jets – 6 Twin Otter. Aggregate investments of the residents will reach US$123 mln.

Ulyanovsk Special Economic Zone (SEZ) is a branch of JSC "Special Economic Zones" (www.oao-oez.ru) specialized in aviation production, maintenance and repair and cargo logistics. Ulyanovsk Special Economic Zone project is implemented through the following stages:
2011 – designing and building basic infrastructure;
2012 – construction of sites for the first residents, termination of the first start-up facility, start of operation
Investments:
federal budget – at least 762 mln rubles;
regional budget – at least 375 mln rubles;
private investments – at least 8 bln rubles.

Production of aviation equipment
• Assembly of small and regional jets;
• Import substitution of aircraft component production for MS-21 and Sukhoi SuperJet;
• Production of aircraft components within international cooperation.
Transport and logistics as an air hub
• Cargo storage and handling;
• Wholesale;
• Basic assembly operations.
Conditions provided to Ulyanovsk SEZ residents
• Free construction and consumption of Ulyanovsk SEZ infrastructure;
• Tax concessions:
- 4.5% reduction of income tax;
- 0% property tax, land tax and transport tax;
- no tax duties and VAT for goods imported to Ulyanovsk SEZ;
- return on VAT for storage of goods produced in Russia at Ulyanovsk SEZ;
- 0% VAT for added value produced at Ulyanovsk SEZ (for goods exported outside Russia);
- free customs zone regime.
