RUSAL resumes construction works at Boguchansk Energy and Metallurgical Association (BEMO), Rusal

Moscow, 26 January 2011 – UC RUSAL (SEHK: 486, EuroNext: RUSAL/RUAL), the world’s largest aluminium producer, announces receiving credit funds from VEB for construction of the first start-up complex of the Boguchansky aluminum smelter and resuming works at Boguchansk Energy and Metallurgical Association construction site.
The construction of production facilities of the first start-up complex has been resumed. Wells are drilled in order to secure water supply for the site. Construction of a railroad leading to the smelter has begun. Currently, the design documentation is being prepared for the priority objects of the first start-up complex, namely the approach line, warehousing, objects of electricity and water supply. Construction of reduction potrooms and the foundry is expected to commence in March-April 2011.

The worker camp is nearly completed; first workers are to move in by April 2011 when completion of three blocks in a ten-block apartment house for the staff in the town of Tayezhny is expected to finish.

The first start-up complex of the Boguchansky aluminium smelter, with an expected production capacity of a 147 ktpa, is to be built by December 2013. The first metal production is to start in March 2013.

The overall investment in the construction of the 600 kpta Boguchansky aluminium smelter is to amount to US$1.5 billion. $278 million have been already invested in the project.

“With the launch of the Boguchansky aluminium smelter, RUSAL will receive new advanced and environmentally friendly smelting facilities. The new smelter will add 600,000 tonnes per year of smelting capacity and will help enhance RUSAL’s world leadership in the course of the global economic recovery and the growth in demand for the metal,” said Vladislav Soloviev, First Deputy CEO of RUSAL.

The BEMO project is a key element in the all-encompassing programme for the development of the Lower Angara region. It is being jointly realized by RUSAL and RusHydro on a parity basis. The project includes completing the construction of the 3,000 MW Boguchanskaya Hydro Power Plant (HPP) across the Angara river and a 600,000 tpa greenfield aluminium smelter, which will become a major consumer of electricity generated by the HPP. Successful implementation of the BEMO project will provide the Lower Angara region with the electricity supply and will boost the development of new production facilities, rail and road transport.
