According to Kommersant, Igor Levitin, Minister of Transport of Russia, sees Aeroflot as the strategic partner for the state airlines.
The solution suggested by Igor Shuvalov, First Vice Prime Minister, is to trade the airlines' assests owned by Rostekhnologii for a 28% share of Aeroflot. This share is currently owned by the National Reserve Corporation headed by Alexander Lebedev.
